The case against UCEPROTECT-NETWORK

I am a simple sys admin, trying to make an honest living. I have been hit by UCEPROTECT blacklisting and my email server encompasses  email blocking some destinations.  My current public IP, now listed is  .   There’s nothing reasonable I can do about this.  My fault is my NET neighborhood – as per here included screen shots  taken from UCE web interface.

It already happened to me to meet people whose only fault was their place or country of birth.  I do not agree with this, I think nobody should.

Getting back to my problem, I have two options proposed by UCEPROTECT :

A.      Mission impossible, I tried hard: putting enough pressure on my ISP to clean its network… or change ISP… I can’t!

B.      Pay  ips.whitelisted.org  for being de-listed (see below screen capture)

This option B looks familiar … just like spam inviting with a link to OPT-OUT from something you never opted-in … very lucrative business: make pigeons pay some money … Why pay for white listing ?  Why pay for “protection” ?

My own text in here is in italics. The rest is from my benefactor’s web site ….

What means listed at UCEPROTECT-Level 2?
UCEPROTECT Network operates three levels of blacklisting, so our users can make the decision how strong they want to filter.
While UCEPROTECT-Level 1 lists single IP's only, UCEPROTECT Level 2 is an escalation list.
According to the table above allocations get listed at Level 2 if there are too many Level 1 listings (spam sending IP's) in that ranges.
In other words: One or several networks which your IP belongs to have send too much spam within the last week.
That is the reason why your mail has been blocked.
Level 2 is basically nothing more than pure mathematics based on the number of Level 1 listed IP's.

Who is responsible for this listing?
YOU ARE NOT!. Your IP was NOT involved in a spamrun, but has a spammy neighborhood. Other customers within this range did not care about their security and got hacked and started spamming, while your provider has possibly not even noticed that there is a serious problem.
We are sorry for you, but you have chosen an provider not acting fast enough on spammers.

Therefore we recommend:
Please send a compliant to your provider and request them to fix this problem immediatly.
Think about this: You pay them for, that you can use the Internet without problems.
If they are ignoring your complaint or claiming they can't do anything, you should consider to change your provider.

Can't you make an exception for me?
We never make exceptions. Requests to us are futile. Only your provider can fix this problem.
Our system respects IP's which are registered at ips.whitelisted.org, these are excluded from Level 2.

How can this netrange be removed from Level 2?
After your provider has fixed his problems, the UCEPROTECT-Level 2 listing will be removed automatically and free of charge as soon as the causal Level 1 listings will expire and decrease below Level 2 escalation limit.
Every IP temporary listed at Level 1 expires 7 days after we have seen the last abusive action originating from it.
